UPDATE 7:10PM: The Precinct Coordinator appointed by the Texas Democratic Party never showed up.  At 7:03 PM the Election Judge decided to give the caucus packet to the Obama volunteer who had asked for it first. The Clinton supporters were initially dismayed but supporters of both candidates quickly sat down to compare notes and make sure everyone agreed on the ground rules.  They came to an agreement and while the caucus was very slow it was smooth.

UPDATE 5:10PM: The Texas Democratic Party has been asked to comment on these issues. Obviously they are busy and we will post their response as soon we get it.

UPDATE: 4:57PM: I also saw the form. It was the bottom or middle portion of a carbon copy form (where you press hard and it makes several copies). The Texas Democratic Party help line told me that Bexar County , in reaction to their high level of vacancies (76%) decided to appoint Precinct “Coordinators” in order to assist with the process. This was done because quorum could not be reached in some areas to appoint a Precinct Chair. This seems to be the case in my area, Precinct 2070.

UPDATE 4:47PM: San Antonio TX: Breaking from West San Antonio. Hispanic area, mostly Clinton some Obama supporters. Precinct 2070 was listed as having a vacant precinct chair - Obama supporter showed up to sign in as Temp Precinct Chair. Election judge showed him a form saying the County Chair had appointed a Precinct “Coordinator”. Everyone is confused.

A day before the election, the Texas Democratic Party is unable to provide a list of where it has precinct chairs - the individuals who will run the Texas caucus - and where it doesn’t. The caucus allocates 1/3 of the Texan delegates on Tuesday, March 4th. This video raises issues of accountability, transparency and legitimacy of the election.
